NRI SABHA PUNJAB
The NRI Sabha Punjab office was formally inaugurated by the Governor of Punjab, His Excellency Lt. Gen. (Retd) B.K.N. Chhibber on 27.10.96. The Govt. of Punjab gave their approval to the constitution of NRI Sabha Punjab and for its registration on 5.3.98. Thus the Sabha was got registered as a society under the Societies Registration Act, 1860 on March 20, 1998.
The Chief Minister of Punjab is its Chief Patron and he can nominate one or more Patrons of the Sabha. Accordingly, the Chief Minister Punjab has nominated Minister for NRI Affairs Government of Punjab as Patron of the Sabha. The Divisional Commissioner Jalandhar Division or the Commissioner NRI Affairs, as the Govt. deem fit, is the Chairman of NRI Sabha. The Divisional Commissioners in the State of Punjab are the Divisional Chairmen of the Sabha. The President of NRI Sabha is elected by the NRI Members after every 2 years. Only an ex-NRI not affiliated to any Political Party can stand for election of President. The Officers/Officials are appointed under the orders of President in consultation with the Chairman work in Central Sabha Office under the immediate supervision of President.
The Distt. Units of NRI Sabha are in existence in the Districts namely Jalandhar, Nawanshahr, Ludhiana, Amritsar, Gurdaspur, Tarn Taran, Hoshiarpur, Kapurthala, Ropar, Mohali, Moga, Sangrur &Barnala and Patiala. The DCs are the Chairmen of Distt. Units. The President of Distt. Unit is also elected after every 2 years with the condition where the strength of members of Distt. Unit is less than 100, the Distt. President is nominated by the DC-cum-Chairman without holding the election
Redressal of Grievances of the NRI’s is one of the prime objectives of the NRI sabha Punjab. An NRI having grievances can approach the Sabha office personally on any working day with the complete record of documents. After going through the relevant records of the case, the concerned department will provide necessary guidance to the NRI. If the NRI is abroad, he can depute his well-wisher in Punjab to discuss his case with the Sabha. The jurisdiction of NRI Police Stations is whole of district irrespective of Dehati/City.
WELCOME TO THE DEPARTMENT OF NRI AFFAIRS
The Department of NRI Affairs was established in the year 2002 essentially for being the nodal department for redressal of issues related to NRIs in the state of Punjab. The Department which is headed by Minister for NRI Affairs, functions under the Principal Secretary of NRI Affairs Department. One ADGP rank officer heads the 15NRI police stations set up especially for NRI related issues. A special NRI Civil Court has been established in Jalandhar for providing speedy justice to NRIs. There is an NRI commission with one Chairman, four official members and two honorary members, which deals with complaints of NRIs.
VISION
To serve the welfare of NRIs from Punjab who have migrated to foreign countries for education, employment and livelihood, in connection with their issues related to Punjab and in promoting and maintaining a healthy and fruitful connect with their native State of Punjab. For this purpose the term NRIs also includes Overseas Citizens of India (OCI) of Punjab origin.
Strategies
The NRI Department would engage with NRIs, directly and indirectly and interact with them not only to understand and resolve their problems but also to enable them to connect with their roots in a most productive and positive manner.
Open online channels of communication through website with grievance portal, E-mail and other social media platforms would be maintained to receive and resolve NRI grievances, which are mostly related to property matters, matrimonial issues and other complaints of civil and criminal nature.
Most NRI grievances are to be resolved by District level revenue officials like Patwari, Qanungo, Tehsildar functioning under the SDM and DCs and police functionaries like SHO, DSP functioning under the SSP or City Police Commissioners. NRI Affairs Department will create a robust and dynamic institutional mechanism to actively coordinate with the District Authorities and closely monitor the quick resolution of the NRI grievance.
NRI Department will provide mechanism for active participation of NRIs in the development projects in Punjab, by which NRIs can take up development works in the villages and cities and contribute funds for their execution, along with the fund contribution of Government of Punjab.
NRI Department will support, in all possible legal ways, the mobilization of Punjabi NRIs all over the world for their welfare.
NRI Commission– NRI Commission consist of a Chairman, 4 official members and 2 honorary members.
Chairman– Who shall be a retired Judge of High Court.
Two Members-One who is, or has been an IAS Officer, not below the rank of Principal Secretary or Financial Commissioner to be appointed by the Government and second member whom or has been an IPS Officer not below the rank of Additional Director General of Police to be appointed by the Government.
Two Members – shall be nominated by Government from amongst the persons having knowledge of, or practical experience in matters and issues relating to Non-resident Indians.
Secretary(ex-cadre from PCS Executive)-who shall be the Chief Executive officer of the Commission and shall exercise such powers and discharge such functions of the commission as it may delegate to him.
Honorary Members– Minimum one and Maximum two members who may be nominated by Government from amongst the persons of Indian origin, who are permanently settled abroad and have acquired the citizenship of any other country, other than India and who are holders of person of Indian origin card or Overseas Citizen of India card issued.
District Level NRI Grievance Redressal Committee
It has been observed that most issues faced by NRIs are related to property disputes and that too within the family; Matrimonial Disputes; Property Disputes with other Agencies/Persons. These disputes are long drawn with many issues pending before Civil Courts and Revenue Courts also. Court procedure usually takes time and NRIs, on account of their absence from India are unable to protect their interests. In view of these issues, it has been decided to establish District NRI Grievance Redressal Committee (DNGRC) in every district consisting of :
The Deputy Commissioner – as Chairman
SSP/ Commissioner of Police or his nominee
ADC(General) – Member Convenor
DRO
This team would be assisted by two Advisors/experts:
Expert Advisor on Revenue matters
Expert Advisor on Legal matters
The District NRI Grievance Redressal Committee (DNGRC) will be supported by a team of administrative staff for regular functioning.
NRIs, from wherever they are living abroad can directly register their complaints on the State Government’s NRI Grievance portal and can monitor the progress of their complaint online from their countries. The complaints registered online will be taken up and examined by the DNGRC and directions will be issued by DNGRC to the field functionaries to resolve them within a time deadline, with regular monitoring of the matter until it is effectively resolved and the status of resolution is informed to the NRI complainant.If the NRI is not satisfied with the resolution of his complaint he can make an appeal at the next level.
NRI Police Stations
There are 15 designated NRI Police Station, functioning under ADGP (NRI Wing) which are dedicated to deal with complaints of NRIs. They will be strengthened by getting regular posts sanctioned, provisioning of adequate staff and provisioning of basic facilities for all visitors etc.
Special Civil Courts
There is one Special Court at Jalandhar, designated to deal with NRI cases. Efforts are being made to set up 5 more Courts at Amritsar, Ludhiana, Nawanshahar (SBS Nagar), Moga and Mohali (SAS Nagar), along with sanctioned post for judges as well as associate staff for speedy redressal of court cases involving NRIs.
NRI Nodal Officer in Every District
One officer shall be appointed/designated in each district as a Nodal Officer for NRIs to meet and deal with the visiting NRIs. He shall coordinate with other Departments for assisting the NRIs especially for investment in their desired projects.
